Optimize server for lower end pcs for better performance

We spent a week optimizing every single streamable asset in the server. Nothing but SAFR's cars are running over 30mb of streaming, which is optimal to not lose quality. I would suggest looking into an FPS boosting graphics pack, as there's little left that we can optimize.

[Staff] Optimization has already been pushed out. Recommend a different graphics pack on the client end.
